Le discours eugéniste, une histoire au présent - Eugenics : a history in the present tense,

Cet article tente de démontrer que le lien souvent établi entre les doctrines eugénistes d'avant-guerre et " l'extermination douce " dans les hôpitaux psychiatriques pendant l'Occupation nazie procède d'une assimilation qui peut nous aveugler à la fois sur l'interprétation de l'histoire et sur ses prolongements actuels. La seconde partie de ce travail concerne la mise en oeuvre mal connue d'un eugénisme actif aux Etats-Unis. Des mesures de stérilisation massives, effectuées en plein accord avec la Loi et l'opinion publique, se sont poursuivies jusque dans les années 70 et ont été réalisées de la façon la plus ordinaire dans un pays démocratique.
- This article tries to demonstrate that the link which is often established between pre-war eugenic doctrines and the " gentle extermination " which took place in psychiatric hospitals during the nazi Occupation results from an analysis which is likely to make us misinterpret both historical events and thei continuation into the present. The second part of this work concerns the little known implementation of active eugenics in the USA. A massive programme of sterilization, carried out with the full backing of the law and on public opinion, continued into the seventies ; within a democratic country, it was pursued in to totally mundane manner.

Alexis Carrel : vulgarisateur de l'eugénisme et promoteur de " l'aristocratie biologique " - Alexis Carrel : popularizer of eugenics and promoter of " biological aristocracy",

Alexis Carrel est au centre de polémiques depuis quelques années. Des protestations se sont élevées dans de nombreuses villes pour débaptiser les rues Carrel apparues dans les années 1960-1970. L'Université de Lyon-I vient de débaptiser la faculté de médecine Alexis-Carrel. Ces décisions s'expliquent largement par l'engagement actif du prix Nobel de médecine 1912 en faveur de l'eugénisme, par ses thèses racistes, sexistes et antidémocratiques exposées notamment dans son livre l'Homme, cet inconnu et par sa participation au régime de Vichy.
- Alexis Carrel has been a controversial figure for some years. Demands have been made in several towns for the re-christening of streets named after Carrel in the 1960s. The University of Lyon-I has just rechristened the Alexis Carrel Faculty of Medecine. These decisions have been prompted by the active support given to eugenics by the 1912 Nobel prize winner for medicine, by the racist, sexist and undemocratic theories which he expressed, notably in his book L'Homme, cet inconnu, and by his participation in the Vichy regime.

A partir d'une réflexion sur l'histoire de l'hygiène mentale en France, l'auteur montre les origines de la constitution d'un eugénisme sexologique et les liens existants entre scientifiques et hommes politiques au cours de l'entre-deux-guerres. Il souligne l'importance d'une interaction entre langage scientifique et discours politique qui produit une réelle confusion et conduit à la revendication de l'instauration d'une " biocratie ".
- Reflecting on the history of mental hygiene in France, the author shows the origins of the establishment ot e sexological eugenics and the links which existed between scientists and politicians between the two world wars. He emphasizes the significance of the interaction between scientifc language and political discourse, which engendered real confusion and led to a demand for the institution of a " biocracy ".

TOXICOMANIES. Toxicomanie et secteur : naissance d'un réseau - Toxicomania and psychiatric sectorial care : the establishment of a network,

A partir d'une pratique, vieille de quinze ans, de prise en charge des toxicomanes par des soignants d'une équipe de secteur, on retrace rapidement ici comment s'est mis en place un réseau d'aide et/ou d'accompagnement impliquant les divers intervenants médicosociaux. Pratique intéressante mais fragile, marginale par rapport à l'ensemble des activités sectorielles, qui demande désormais à être reconnue pour ce qu'elle est : un espace de soins intersectoriel.
- Examining a practice, now fifteen years old, by which drug addicts are taken, in charge by the carers of a sectorial team, the author rapidly describes the way in which a network of help and/or accompaniment was set up, involving the various medico-social personnel. An interesting practice, but one which is fragile and peripheral to the totality of sectorial activities, and which should now be recognized for what it is : an area of intersectorial care.

Après le rappel du vécu du toxicomane, dans ses phases successives, l'auteur décrit les conditions d'une " rencontre " du soignant avec le sujet toxicomane, porteur d'une histoire. Le contrat paraît nécessaire, tant pour " l'accompagnement " que pour un éventuel sevrage ou la mise en place d'un traitement substitutif.
- After summarizing the history of the drug addict in its successive phases, the author outlines the terms of a " meeting " between the carer on the one hand and the drug addict and history on the other. Such a contract seems necessary, whether for the purposes of " accompaniment " or for possible drug withdrawal or the introduction of a sustitute treatment.

La toxicomanie : une pseudo-introjection d'expériences traumatisantes - Toxicomania : a pseudo-introjection of traumatizing experiences,

Abraham et Torok ont opposé introjection - c'est-à-dire l'élaboration psychique - et " magie incorporative " - conséquence et compensation de l'échec de l'introjection. Dans certains cas, la toxicomanie pourrait relever de la magie incorporative. Deux voies étiopathogéniques sont explorées : celle des traumatismes personnels au cours desquels l'intégrité corporelle a été forcée et celle du destin transgénérationnel de ces traumatismes.
- Abraham and Torok distinguished between introjection - i.e. psychic elaboration - and " incorporative magic " - the consequence of and the compensation for the failure of introjection. In certain cases, toxicomania could be a form of incorporative magic. Two etiopathogenic areas are explored : that of personal traumas, in the courses of which corporal integrity has been violated, and that of the transgenerational history of these traumas.

Troubles de l'humeur, performances cognitives : Impact des antidépresseurs et des thymorégulateurs

Les troubles de l'humeur, tant dépressifs que maniaques, comportent des modifications des fonctions cognitives mais l'évaluation et la réactivité de celles-ci aux traitements pharmacologiques posent problème. Sous psychotropes, en effet, doivent être distingués les effets restaurateurs des fonctions altérées de ceux qui s'avèrent iatrogènes, source parfois d'une observance aléatoire. Les études rapportées dans la littérature font état de l'administration de doses uniques ou pour des temps brefs ou à des doses inférieures à celles requises en thérapeutique, études qui s'avèrent donc difficiles à transposer à la réalité des pratiques cliniques.
- Mood disorders, depression as well as mania, include changes in cognitive functions, but both the evaluation and the reativity of the latter to psychotropic drugs are complex. Actually, these drugs improve cognitive impairment but also have side-effects in this field, leading to bad copliance to treatment. The literature concludes according to single dose or brief treatment studies, dealing with doses lower than required, and seldom is relevant about what really happens in clinical practice.

Sida et liberté individuelle

En matière de sida, l'informatique confronte le législateur à de redoutables questions concernant l'opposition entre liberté individuelle et santé publique. Pour inclure les sidéens dans les enquêtes épidémiologiques, la CNIL (Commission nationale informatique et libertés) a imposé un accord écrit du patient. Plusieurs tentatives pour abroger cette disposition ont été tentées, la dernière étant un projet visant à connecter les différents fichiers informatiques.
- In the case of Aids, computers bring legislators up against some very tough questions concerning the conflict between individual liberty and public health. In order to include Aids patients in epidemilogical surveys, the CNIL (National commission on computing and liberties) has stipulated a written agreement from the patient. There have been several attempts to repeal this clause, the latest being a project aimed at connecting up the various computer files.
